Since independence in 1991, Estonian is the only official language and has replaced Russian as the language of business and education. It is spoken by 68% of the population, predominantly in rural areas. Russian is spoken by 26% of the population, most of which is an urban population. Other minority languages include approximately 3% Ukrainian speakers, 2% Belarusian, 1% Finnish and a smaller number of Hebrew speakers.
